"We are having record sales, but the lottery program as designed for the last couple of years was still spending more than it was bringing in because of things we kept adding into the program from what it was originally designed," says Governor Haslam.

Cohen was instrumental in getting the lottery passed in Tennessee while he was a state senator. We'll keep you posted on any lottery developments.
