Thomas Birdsall, 61, made a purchase at Sudden Service at the 2600 block of Madison Street before verbally harassing store clerks while waiting for a receipt, according to police. Birdsall finally left after repeated commands to leave, but returned.
When the clerk went outside to make sure the man left, Birdsall returned holding a wand connected to a pressure washer on his vehicle. He pointed the wand at the clerk who feared for her safety and went inside and locked the door.
Birdsall started pressure washing the front sidewalk and front door area with a very high pressure water stream before leaving the scene.
The clerk told police that Birdsall has been harassing them and causing problems at the business for the past seven years, and that she has been assaulted by him in the past.
Birdsall was arrested in July 2012 for attempting to run over a teenager in the Sango Wal-Mart parking lot.

2 appellate court judges are stepping down

NASHVILLE, Tenn. (AP) -- Two Tennessee appellate court judges have notified Gov. Bill Haslam that they will not run for another term on the bench in the August 2014 retention election.
Patricia J. Cottrell, a judge on the Court of Appeals, and Joseph M. Tipton, who sits on the Court of Criminal Appeals bench, will both leave after September of next year.
The announcements come after the state legislature left Tennessee without a way to replace judges who step down or die when a commission expires at the end of next month.
Members of the soon-to-be-defunct Judicial Nominating Commission will make recommendations for replacements to give to Haslam before the panel expires. Haslam will appoint the replacements from those recommendations.
