Police say Charles Masters admitted to killing his brother Jordan with a sword and then left the body in their Donelson apartment.
That body may have been there since Sunday.
Police say Charles Masters partially severed his brother's head in the attack.
"He had been laying in the apartment with his brother's body for the past several days and Charles Masters was hoping he'd wake up and everything would be ok," said spokesperson Don Aaron.
The crime is beyond shocking to neighbors like Richard White.
White lives one level above Masters.
"I thought it was weird he had 3 cats but that was pretty much it," said White. "He was a nice guy."
Police say they don't know what lead to the argument that preceded the murder.
None of the neighbors who live nearby suspected anything including Reggie Moore who lives in the apartment directly above the murder scene.
"I could smell something but I didn't know what it was of course wasn't thinking that," said Moore.
Todd Tigner says he even had a brief conversation with Charles this week but sensed nothing strange.
He says the brothers often fought.
"They argued made noise banging stuff like that but didn't expect what happened," said Tigner.

Rebar finishing will add 40 jobs in Knox County
May 21, 2013 11:13 GMT
NASHVILLE, Tenn. (AP) -- Another 40 jobs are coming to Knox County as Gerdau (gair-DOW') expands its steel reinforcement bar plant.
The Tennessee Department of Economic and Community Development says the new facility will apply finishing services to rebar now made at the company's Lonsdale mill.
TDEC Commissioner Bill Hagerty and Gerdau officials announced the expansion on Monday, saying the plant will have the capacity to finish about 120,000 tons of steel per year.
Knox County Mayor Tim Burchett said it was good to see a vacant building in the WestBridge Business Park be put back into industrial use.
