WASHINGTON, D.C. - If you are facing an attack from a gunman, you might want to grab a pair of scissors. The Department of Homeland Security suggests that could be an effective way to deal with a mass murderer. A 4 minute video to protect yourself against a mass shooter. Whatever means possible, Homeland Security suggests a pair of scissors. The video left Stephen Tabeling, a 35 year veteran of law enforcement, in a word - perplexed.

"To confront a person with a pair of scissors in your hand," says Tabeling. "I don't think that's good advice."

We showed the instructional video to folks on the street.

"I know the answer is not grabbing a pair of scissors and do the best you can," says Mark Wood. "That's beyond silly to me."

"I probably wouldn't head for the scissors," says Kathleen Bashman.

Tabeling, a former police chief and homicide detective, now retired, says hide in a locked room or get out of a building, but don't confront an active shooter with scissors. How would he grade the Homeland Security video?

"Probably a C," says Tabeling.

2 appellate court judges are stepping down

NASHVILLE, Tenn. (AP) -- Two Tennessee appellate court judges have notified Gov. Bill Haslam that they will not run for another term on the bench in the August 2014 retention election.

Patricia J. Cottrell, a judge on the Court of Appeals, and Joseph M. Tipton, who sits on the Court of Criminal Appeals bench, will both leave after September of next year.

The announcements come after the state legislature left Tennessee without a way to replace judges who step down or die when a commission expires at the end of next month.

Members of the soon-to-be-defunct Judicial Nominating Commission will make recommendations for replacements to give to Haslam before the panel expires. Haslam will appoint the replacements from those recommendations.
