"It doesn't take a horse lover to see those pictures to realize there's something terribly wrong," said Roberts.
Roberts says in recent weeks she's seen one dead horse on the property along Old Highway 431 in Robertson County and another that looked nearly done for.
"It could barely lift its head it was thrashing trying to get up," said Roberts.
The property is owned by Lee Krisle and Roberts isn't the only one worried about the thin looking conditions of the other horses on her property.
Robertson County Animal Control Director David Blackwood says his office has seen plenty of calls in the last month.
"This particular case we've got 15 phone calls on it," said Blackwood.
Those concerns are now leading to something more serious.
Krisle faces 8 counts of Animal Abuse but he tells a different story about what's going on at the property.
Krisle says he's a licensed horse dealer who people frequently give malnourished and near dead horses to.
In other words, Krisle says the animals arrived there that way and he's trying to nurse them back to health.
But Paula Auerbach says the conditions have been something people have complained about for years including an incident last year when she says authorities had to take some animals off the property.
"There were some horses that had died in the pasture. Died in the creek and were just left laying there," said Auerbach.
Authorities tell Fox 17 news Krisle may face other charges too.
They say he wasn't legally supposed to have any animals because of an incident from 2009.

Haslam's chief deputy Claude Ramsey to retire

NASHVILLE, Tenn. (AP) -- Gov. Bill Haslam says chief deputy Claude Ramsey is retiring at the end of August to spend more time with his family in Chattanooga.
The Republican governor said in a news release on Wednesday that the 70-year-old Ramsey has been integral to his administration on key initiatives that include civil service reform, economic development efforts, workforce development training and improved operation of state government.
Ramsey was elected to the General Assembly in 1972 where he served four years in the House. He was Hamilton County's mayor for 16 years.
His last day on the job is August 31.
