"I've tried to call them and they point blank hung up on me," said Struthers.
Police can't say for sure if it was a Yellow Cab vehicle that picked up Livia Smith but that company's vehicles are the only licensed ones that match the van that picked up Smith.
Her body was found hours later a block from her home, the victim of a hit and run.
"It would put our mind at ease if the gentleman who transported my sister that night would come forward and share whatever info he has to know," said Struthers.
Finding that cab driver hasn't been easy, partially because Smith hailed the cab outside an East Nashville bar.
"Because of that it would not have been dispatched so there may not be a record at the dispatch office," said Billy Fields.
Fields heads up the Transportation Licensing Commission.
He says drivers are supposed to keep a manifest of every customer but that doesn't always happen on non-dispatched calls so investigators have been left with having to contact each driver.
"I met with Yellow Cab folks today. They're working going through all their records talking to as many drivers as they've been able to talk with so far we're gonna talk with all the drivers that were out that night," said Fields.
No small task for a company with around 200 drivers but Struthers believes one of them has the answers his family is looking for.
"Otherwise there's nothing to do but speculate and visualize and it's agonizing," said Struthers. "Not have the answers is driving us crazy."

Haslam's chief deputy Claude Ramsey to retire

NASHVILLE, Tenn. (AP) -- Gov. Bill Haslam says chief deputy Claude Ramsey is retiring at the end of August to spend more time with his family in Chattanooga.
The Republican governor said in a news release on Wednesday that the 70-year-old Ramsey has been integral to his administration on key initiatives that include civil service reform, economic development efforts, workforce development training and improved operation of state government.
Ramsey was elected to the General Assembly in 1972 where he served four years in the House. He was Hamilton County's mayor for 16 years.
His last day on the job is August 31.
