FOX NEWS has already declared Mitt Romney the winner in Tennessee. 11 electoral votes are up for grabs here. One big race Nashville voters are keeping an eye on is for County Clerk. After almost a decade in office, John Arriola resigned amid allegations of ghost employees and charging people to perform civil marriage ceremonies. FOX17's Erica Shaffer is LIVE from election headquarters, and she had a chance to catch up with Interim County Clerk Brenda Wynn earlier this evening. Wynn told us this evening she was optimistic that voters would affirm her position as County Clerk. We spoke with Wynn about the work she has ahead and her hopes for office. We will have that coming up at 10. There are 2 big Congressional races we are following tonight. In the 6th District, Congressman Jim Cooper seeking a 6th term against Staats, a business owner. Updated conservatorship statute effective July 1

NASHVILLE, Tenn. (AP) -- Gov. Bill Haslam has signed into law revisions to the state conservatorship statute.

The law allows the court to appoint a conservator to manage the assets of a person a judge finds unable to handle his or her own affairs.

State Rep. Andrew Farmer, a Sevierville Republican, told The Tennessean (http://tnne.ws/1183hjy ) the intent of the bill he sponsored in the House is to make sure people aren't being taken advantage of.

The bill sprang from a series of hearings statewide by the Tennessee Bar Association. They revealed there were no uniform procedures for placing a person's assets under a conservator on an emergency basis.

The changes take effect July 1.
