TOPEKA, Kan. (AP) -- Penmanship still counts. The Kansas State Board of Education says kids must learn cursive, even in the digital age. The board has unanimously approved new handwriting standards for public schools. Students are expected to learn to write in cursive in the third grade and write legibly by the fifth grade. But there isn't a statewide test for handwriting, so the board's standards have little teeth.
