Former Monterey Alderman Charged With Soliciting Minor, Extortion

MONTEREY, Tenn. (AP) - A grand jury has charged former Monterey alderman Richard L. Smith with soliciting a minor and two counts of extortion.
Indictments allege that Smith made contact with a minor female through social media and text messages and made threats "to embarrass her unless she returned certain personal property" to him.

Smith served on the Monterey board of mayor and aldermen for eight years, and in 2010 ran for mayor of the city. He lost by two votes.
