Property Owner Accused of Trashing Nashville; Says He's Not a Slumlord

NORTH NASHVILLE- New details on that out-of-state property owner accused of dumping up Nashville by not keeping up with his properties. Shlomo Eplboim is defending himself from California and telling FOX 17 why his old abandoned apartment complex off 26th Avenue North turned into an eye sore. It's now become an illegal dumping site and the city wants it cleaned up now. It's an ugly fight caught up in the court system, and if it doesn't get resolved soon, it could end up costing you money. Eplboim owns a dumpster rental company and wants to clean it up himself but he says the city won't let him

"I'm not a slumlord; I do not want to see this trash there. I would have liked to have cleaned it yesterday and I made the offers even today to the city" said Eplboim in a phone interview Wednesday.

Bill Penn, with Metro Code Enforcement doesn't quite see the situation the same way. "We have not prevented him from acting, he just simply has not. He always seems to be ready and poised after we've taken action" said Penn.

The legal war seems to be over whether or not asbestos is present on the site. The experts seem to disagree about that and it's holding up clean-up. Eplboim appealed when the city sued and right now people are apparently still dumping trash on site while the matter is tied up in court.
