New Information in taser incident involving nude inmate

COOKEVILLE, Tenn. - FOX 17 News has uncovered new information in a case involving a woman who says she was tased and tortured inside the Putnam County Jail in 2011. Between 1995 and 2011 Teresa Lynn Smith was arrested nearly a dozen times by Sheriff's Deputies. The charges range from DUI to writing worthless checks and driving on a revoked license. Smith says all the charges were later dropped. She sued Putnam County after she was tased multiple times, knocked to the floor and kicked while in jail on a probation violation. A Putnam County Grand Jury and the U.S. Justice Department found no wrongdoing. Putnam County ended up settling the case for around $20,000. Sheriff David Andrews says the videotaped incident looks bad and is easy to criticize but no one knows what his deputies were up against. Andrews says he  believes the situation escalated because the tasers were faulty, and failed to incapacitate Smith. Smith says she doesn't remember much about the actual incident because she was experiencing mental problems after being denied access to prescription anxiety medication for a week.
