(AP)-- Attorney General Eric Holder is urging states to restore voting rights to former inmates which he says primarily affects African-Americans.

Tennessee, Kentucky and Alabama are among the eleven states which restrict voting rights after a person has served their prison sentence and is no longer on parole or probation.

Holder says 5.8 million Americans are prohibited from voting because of current or previous felony convictions. Nearly one in 13 African-American adults are banned from voting because of such laws.
