BELLEVUE, Tenn. - Police say pilot, Glenn Mull, 62; his wife Elaine Mull, 63; their daughter Amy Harter, 40; and her daughter Samantha Harter, 16 have all been identified as the victims.

The family left Great Bend, Kansas Monday afternoon flying to John C. Tune Airport but never made it.

NTSB Safety Investigator Eric Alleyne was among those on the scene trying to determine what caused the plane to crash behind a Bellevue YMCA.

Alleyne says there's no evidence at this time that Mull called for help.

Mull's plan did approach for a landing then abort for unknown reasons and circle around.

Alleyne says the second approach is when the plane crashed.

"We don't know what might have happened.  That's something we'll definitely look at," said Alleyne.

Whatever caused the accident the final moments are critical for more reasons than one.

The YMCA says there could have been hundreds of people inside the building plus kids.

"Lots and lots of traffic inside and a number of people spared from harm,"Spokesperson Jessica Fain.

The NTSB plans to be on the scene Wednesday continuing its investigation.

The plane itself was taken to a separate location Tuesday night.
