WASTE WATCH: State Running into Costly Delays Shutting Down Clover Bottom -- Meagan O'Halloran

It's a complicated and costly move and it's coming out of your pocket. The state is re-locating those with intellectual and developmental disabilities into new community group homes. It's an effort to get residents out of an institution and into a more comfortable living space while providing better care for residents that depend on around the clock supervision.

Right now the state is in the process of moving those residents out of the Clover Bottom facility in Donelson and into brand new community group homes in Hermitage. It's only a six mile move that will eventually cut operational costs in the long run but right now the cost is racking up every day that the state runs into delays.

Until the last person moves out of Clover Bottom taxpayers will foot the bill for operational costs at both the old and new facilities. Over the course of the five year plan it will cost about $172 million dollars. Part of the hold-up comes from residents being in fragile health and sensitive to a big move. On top of that, the state ran into roadblocks due to the long process of following rules and guidelines necessary to acquire land to build the new homes. The entire move is expected to be complete by May 2015.
